Responsible AI in India: Navigating the Opportunities and Risks
India is poised to become a major player in the global AI landscape, with its ample high-tech work force and growing FDI’s in this segment. As these technologies make their way into numerous industries like healthcare, banking, education, and others, the role played by government becomes cardinal for laying down the principles to regulate the AI systems and ensure accountability at all steps and processes.
The NITI Aayog, India’s apex public policy think tank, has released key initiatives to guide the responsible use of AI:
- National Strategy for Artificial Intelligence (2018): Outlines AI research and development guidelines for sectors like healthcare, agriculture, and smart cities.
- Principles for Responsible AI (2021): Explores ethical considerations around AI deployment, including principles for decision-making, inclusion, accountability, and impact on jobs.
- Operationalising Principles for Responsible AI (2021): Provides a roadmap for government, industry and academia to implement responsible AI through policy interventions, capacity building, and compliance frameworks.
- The Ministry of Electronics and Information Technology has created committees focused on AI. These committees have submitted reports on the development, safety, and ethical issues related to AI. The reports aim to guide policies and frameworks for responsible AI advancement.
- The Bureau of Indian Standards, India’s national standards body, has established a committee on AI. This committee is proposing a draft of Indian standards for AI. The development of these standards reflects a commitment to establish guidelines for AI in India.
International Collaboration
India is actively engaged in global efforts to promote trustworthy AI. As a member of the Global Partnership on Artificial Intelligence (GPAI), India hosted the 2023 GPAI Summit in New Delhi. GPAI experts presented work on responsible AI, data governance, and the future of work, while member countries reaffirmed their commitment to the OECD AI Principles.
Balancing Innovation and Regulation
While India has introduced pro-innovation policies and guidelines to address ethical AI concerns, specific AI regulations are yet to be enacted. The government recently passed the Digital Personal Data Protection Act (2023) which can help address privacy issues around AI.
As India harnesses the power of AI to drive growth and innovation, it is crucial to ensure responsible development and deployment of these technologies. By collaborating with global partners, strengthening the AI ecosystem, and balancing innovation with appropriate regulation, India can become a leader in trustworthy AI that benefits all.
Although, there is no single statute that handles the policies related to Responsible AI in India, as the field is still evolving but the different ministries and think tank’s of the government have laid down the principles for AI governance.
